I want to offer my users the option to pay for putting their ads in the "Featured Ads / Top of List".

As a business how do I set up to receive those payments into my account? Do I just put the email of the paypal account I want those payments to go to  into the "Settings-Payment-Paypal Account" box?

Yes! just that will work for paypal.

And if users choose to pay for these features do they have to have registered to join the website using their PayPal email? Or is that criteria only to allow them to buy goods off the website? How do they set up paying for these listing features?

If they want to pay to feature an ad for example if you setup Paypal they will need a paypal account for sure if thats what you mean?

If a user wants to set up a "User Paypal Link" to allow them to buy goods directly over the website they have to have registered for the website using their Paypal email:

But if a user just wants to pay to get their add featured, and pay through Paypal, they could of registered using a different email than their Paypal one???? 

This was what I meant previously that on "Register" screen people should be made aware to register with same email as paypal one.

I think now I understand what you mean. No is used the same email.

You can change that text on register, but please do not force login to post...that just hurts, I should disable that option heheh

If people are forced to register to post an ad, then you can send them newsletters, they can also set up subscriptions to specific listings etc which is a great feature and looks great on the website. These are great features that if not registered you don't have.

So if you had the "Login to Post" - OFF , then anyone can just post on the site without registering, or when they press "Publish New", will it take them to the "Register Page" too so they can create an account? I just don't want non members to be able to post ads, then you can't keep track of users and this has knock on effects.

When you post you put your email and name and the user is registered.....uses exactly same function as register form...

When do they set their password to allow them to get back into their account?

They should get a welcome email with user name and password.
